Structure of the Continental Social Councils

I. Leadership Bureau
The Leadership Bureau is the executive body responsible for the overall governance, administration, and strategic direction of the Programme and its councils. It consists of:

1 President – Appointed by CGSA for a 3-year term, renewable once.

4 Vice Presidents, representing the following continental regions:

Africa

Americas
-
Asia-Pacific
-

1 Rapporteur-General, overseeing documentation, protocols, and the official record.
The Bureau ensures continental alignment, coordinates inter-council affairs, and represents the CSCP in high-level global engagements, including the Global Social Equity Summits.
The 11 Permanent Councils are:

Council on Education, Innovation, and Human Capacity
Focused on inclusive education systems, digital literacy, and academic collaboration. -
Council on Global Partnerships, Diplomacy, and Conflict Transformation
Oversees international cooperation, peaceful conflict resolution, and mediation mechanisms. -
Council on Inclusion, Equity, and Social Justice
Addresses gender equity, youth empowerment, disabilities, LGBTQ+ rights, and marginalized groups. -
Council on Sustainable Finance and Economic Resilience
Covers sustainable investment, economic models, SME integration, and financial transparency. -
Council on Trade, Integration, and Mobility
Focuses on free movement, harmonized trade systems, and inclusive border policies. -
Council on Health, Labour Rights, and Social Protection
Works on healthcare access, labor standards, workforce transitions, and universal protections. -
Council on Infrastructure, Climate Resilience, and Technological Advancement
Connects infrastructure development with green energy, digital expansion, and science innovation. -
Council on Governance, Ethics, and Institutional Accountability
Promotes transparent governance, legal reform, anti-corruption, and civic participation. -
Council on Agriculture, Land Use, and Environmental Stewardship
Drives sustainable agriculture, rural development, and climate-smart land policies. -
Council on Audit, Budgetary Integrity, and Impact Evaluation
Ensures fiscal accountability, impact measurement, and monitoring of programme effectiveness. -
Council on Culture, Identity, and Global Belonging
Elevates indigenous knowledge, cultural preservation, and collective identity in a globalized world.
III. Continental and Thematic Caucuses
To further enhance focus, Continental Councils may establish Caucuses — specialized working groups — to respond to emergent themes or demographic representation.
Initial caucuses include:

Private Sector & Civil Society Caucus
Each caucus has its own Chairperson, Deputy Chairperson, and Rapporteur, elected by caucus members every two years.
IV. Regional Social Assemblies
Each continent shall host a Regional Social Assembly annually, acting as a deliberative platform for civil society, academia, private sector, and community voices. These feed directly into the Continental Council’s agenda and, by extension, the CGSA’s advocacy and implementation roadmap.
V. Rules of Procedure & Ethics
The CSCP operates under a codified Rules of Procedure, outlining:

Ethical guidelines and conflict of interest rules

Integration of civil feedback and transparency reporting
