The Continental Social Councils Programme stands as a cornerstone initiative within the Council for Global Social Advocacy, created to institutionalize public participation and bridge the gap between people and policy. This programme ensures that the implementation of Agenda for Social Equity 2074 is not only top-down, but also anchored in the realities and voices of local communities across every continent.
It was designed to respond to one of the most critical challenges of global development: inclusion. Too often, systems and structures are established without the input of those most affected by them. Through these councils, we affirm the principle that every voice counts and every region matters.
Each council, aligned with its respective continental priorities, brings together a carefully selected representation of civil society, private sector actors, local leaders, youth delegates, and indigenous voices. Their role is not merely symbolic; they advise, evaluate, and influence how programmes are carried out, how funding is allocated, and how results are measured over time.
Beyond their advisory capacity, the councils also serve as real-time feedback mechanisms, providing structured insight into what works, what doesn’t, and what needs to evolve. This ensures that our 50-year framework remains adaptive, resilient, and grounded in reality.
The councils convene digitally and physically, with regional working groups throughout the year and a Global Summit of Councils held annually to foster exchange, highlight regional experiences, and influence broader governance agendas.
